Valparaiso, Chile: Tangled or Corrugated?

A feud is brewing between Valparaiso expert-by-blog Matt, of Corrugated City, and some persnickety upstart who swoops in from New York City to inform us that it might be winter in New York but you'll just have to read the Valparaiso travel article to find out where it isn't winter.
I found out. To put it bluntly: I found out all I needed to. That bohemian city slicker has the audacity to call Valparaiso "tangled". It's in the title of the piece:
"Climbing and exploring the tangled streets of Chile's cultural capital".
Tangled?
This is gonna get ugly.
I'm with Matt: Waaaay corrugated.

Sure no problem. I wrote some questions before but not sure If you got them. I think I made a mistake but anyway:
1. I've heard about neo-nazis in Chile. I'm a hiphopper and people told me that It can be dangeorous for me. Is it true?
2. Mugging and robbery, how safe is the streets of Chile? Should I be careful all the time?
3. Do you know any good stores that sells football stuff from Colo-Colo, La U and other teams? =)

Sorry for my late answer but I say tangled. If I understood it correctly...
and if you let a local tangle you into their web. The local PorteƱas can be a little too overzealous around gringos.
